To all Navy Women,

Captain Winifred Quick Collins, USN, the fifth Director of the WAVES from 1957 to 1962 passed away on May 5, 1999. She will be laid to rest in Arlington National Cemetary on May 25, 1999. Please remember her in your prayers and wish her fair winds and following seas.

As a former co-winner of the award named in her honor, I'm saddened by her passing and agree that all of us owe her a great debt of gratitude. I had the great priveledge of meeting her in 1985 and was insprired by her example. Fair Winds Captain Collins.
