If you are refering to "direct combat," women do not participate because Congress has ruled that women will not participate. Women are not allowed by law to be assigned to any direct combat positions within the Armed Forces.
But you are incorrect in assuming that women do not participate in combat. They do. Women in our military serve on ships, fly planes and helicopters, serve as military police who can and will come in contact with hostile forces. Women serve as doctors and nurses and can come under attact. Women drive trucks that move provisions to the front lines. Women direct artillery fire. Women plan combat strategy. Women guard ammunition, supplies, and prisoners of war.
Although women can not serve in the Infantry or Armor Corps, because these are considered "front line" positions, women participate in combat to the fullest extent that they are allowed by law. To say they do not participate is to forget those who have served honorably both in war and peacetime.
