Under Secretary of the Army Joseph Westphal administers the oath of office to Mary Sally Matiella, the newly appointed assistant secretary of the Army for financial management and comptroller, Feb. 16, 2010, at the Pentagon. Joyce Morrow, the administrative assistant to the secretary of the Army, assisted in the swearing-in ceremony.
