PHOTO RELEASE - Coast Guard member advances to highest rank

ALAMEDA, Calif. – Andrea Barr pins Master Chief collar devices on her husband, Master Chief Petty Officer Stephen L. Barr Sept. 1, 2011, at Coast Guard Island, while Rear Adm. Joseph “Pepe” Castillo looks on. Barr, the 11th Coast Guard District boat manager, was promoted to the service's highest enlisted rank after serving 25 years in the Coast Guard.
Barr also serves as a senior enlisted command advisor to Castillo. Master Chief Petty Officer is the ninth, and highest, enlisted rate (paygrade E-9) constituting one percent of the Coast Guard enlisted workforce.
